Curaçao Gaming Investigators (CGI) is a non-profit organization. A foundation committed to promoting transparency, accountability, and fairness within Curaçao's gaming industry.
By critically analyzing and investigating the implementation of the new Licensing Framework ("LOK"), CGI seeks to address systemic vulnerabilities, uncover unethical practices, and advocate for robust governance reforms.
On December 17, 2024, the Parliament of Curaçao approved the "LOK," a new framework that has sparked significant controversy. Concerns include the outsourcing of licensing responsibilities to three foreign companies under strict confidentiality agreements, the acceptance of cryptocurrency payments for up to 40% of revenues through unregulated channels, and questionable operational practices tied to high-profile cases such as BC.Game and Rabidi/Adonio. These cases, marked by liability offloading and financial opacity, are evidence of deeper systemic issues that compromise Curaçao's regulatory integrity.
CGI was founded to confront these challenges and ensure that regulatory frameworks serve Curaçao’s people by prioritizing sovereignty, public accountability, and operational transparency. Through impartial research, reporting, and advocacy, CGI strives to create a gaming sector that benefits all stakeholders while fostering trust, integrity, and sustainable growth.
About the Investigator
Drs. Luigi Faneyte
Drs. Luigi Faneyte, MSc, CFE, CICA, CCS, is a distinguished financial forensic investigator based in Curaçao, renowned for his in-depth expertise in uncovering financial irregularities and ensuring transparency in regulatory frameworks.
With a robust academic foundation and professional certifications that underscore his capabilities in fraud detection, internal controls, and compliance, he has dedicated his career to promoting integrity within complex financial systems.
Recently, his work has focused on investigating the modernization of Curaçao’s online gambling licensing system and the introduction of the Landsverordening op de Kansspelen ("LOK"). Through meticulous analysis and a methodical approach, he has uncovered serious concerns regarding corruption, embezzlement, and money laundering, raising awareness about the vulnerabilities in these processes.
